If a change in the contract happens between now and the olympics such that LA is not responsible for this, the market resolves false. If something changes such that LA pays for a fraction under 50% of a budget overage, this resolves no. If the threshold changes, for example LA pays for the second 250 million not the first, and they hit that point, it resolves YES.
