This question resolves to the latest phase that is fully open at the beginning of July 14, 2028 (the planned date of the opening ceremony; using local time at the venue), or "no sections fully open" if none are fully open.

"Fully open" means that the line extends at least as far west as the planned station site (as of the end of 2024) at the end of each section, with stations open to the general public to board and alight. (This definition accounts for possible changes to the stations or their opening dates.)
