This question is a little tricksy because the two things being compared are not real counterparts of each other, but this is the easiest version of the question in terms of resolution and also, perhaps, perception.

The Artemis Accords are agreements between the US and other countries on norms in space. However, signing the accords is a prerequisite for involvement in the Artemis Program (the US lunar programme).

The ILRS is a project to create a international cooperation on (or around) the Moon. My understanding is that joining countries sign an agreement with China.

Resolves YES to any countries that are listed as members of both on Wikipedia. If there is any ambiguity (as is currently the case with UAE), the key point will be whether a country is included in whatever seems to be the 'main list' on the article, and whether is sticks there as opposed to being briefly added in an edit war
