I use Pacific Time to determine resolution for all of my questions. I may occasionally re-word the question title to better align it with the question criteria. However, the question criteria will always be the ultimate source for resolution. I will only reword question criteria to fix ambiguities in the question criteria rather than to fundamentally alter the criteria.
