How will this market resolve ?

1. It resolves Yes, if the operations start before 1 Jan 2026.

2. It resolves to No, if the operations fail to start before 1 Jan 2030.

3. It resolves to a percentage, if it starts in between 1 Jan 2026 and 1 Jan 2030, based on the amount of delay linearly, with 1 Jan 2026 at 100% and 2 Jan 2030 and 0%. For example: If the date of starting is 1 Jan 2028, this will resolve to 50%.
