Will YouTube begin restricting uploads by the end of the year?

By the end of the year, will YouTube apply a new policy to artificially restrict the amount of content that can be uploaded (by at least some kinds of accounts)? For example, will there be an announcement that non-YouTube Premium accounts can only upload 10 videos per month, or will they introduce some kind of new pay-to-upload system?

Resolves to Yes if any new group of non-malicious users have some kind of upload restriction on December 31, 2024, that didn't exist on April 16, 2024. Doesn't count anti-spam measures. Resolves to No if any non-malicious free or Premium account can still upload with the same policies in place.

By default, you can upload videos that are up to 15 minutes long. Verified accounts can upload videos longer than 15 minutes.
