Resolves YES if the American state of California, or a single clear successor entity referred to as "California", exists at any point in 2028.

Resolves NO if, at the end of 2028, no such entity has existed during the year.

For the purpose of this question, if a small portion of the state breaks off into a separate entity, the remaining portion is probably still California. If the state breaks into two equal-sized pieces, or several smaller pieces, probably those aren't California.
