This probably resolves "no" further in future then people are estimating, and situations like "East Washington" make it more likely then only DC/Puerto Rico

Are you counting presidents by the number of individuals, or the number of times the president has changed (i.e. does Grover Cleveland count as 1 or 2 here)?

Per the above rules:

Presidents are numbered according to uninterrupted periods served by the same person.

Accordingly, Grover Cleveland is both number 22 and 24.

Nice market! Isn't there an official date of admission of each new state to the union? If so, maybe it'd be better to be use that rather than redefining it for the purposes of the market? In any case, it would probably not make a difference.
