Are you counting presidents by the number of individuals, or the number of times the president has changed (i.e. does Grover Cleveland count as 1 or 2 here)?

Accordingly, Grover Cleveland is both number 22 and 24.

Nice market! Isn't there an official date of admission of each new state to the union? If so, maybe it'd be better to be use that rather than redefining it for the purposes of the market? In any case, it would probably not make a difference.
