@Jotto999 Thanks. Many countries have no current definition of 'felony' and non-felony crimes, even in those where those terms once had a meaning. What will you use to determine whether charges count as 'felony' charges in these countries, for instance, the UK?

@WXTJ I guess in the UK, the nearest equivalent to a "minor misdemeanor" is a "summary offense", and the equivalent of a "felony" would be an "indictable offense".

I don't know much about law, but if this mapping seems agreeable for the case of the U.K., we could use indictable offenses.

If a country has no similar equivalent, we'll make a judgement call about whether this is a "serious" crime, versus petty. The spirit of that clause was just to filter out YES resolutions for crimes that are limited in their social harm.
