The country must lead the mission to the moon, it does not resolve if it is a person of another nationality going on a USA mission. USA will not count.

"The country must lead the mission to the moon"
What if it's led by an international agency (e.g. ESA)?
What if a non-American astronaut lands in the moon as part of the Artemis programme? How would this resolve?
@JoshuaWilkes depends if the general consensus is 'first person from X country has walked on the moon' or not, we can poll manifold if their origin/citizenship is unclear
@JoshuaWilkes actually i am inclined to not count that. it is more like the USA is taking a passenger. it is not the country itself that has made the accomplishment
Does this exclude the US? IE do American astronauts landing on the Moon as part of the Artemis programme impact this market in any way?
