If the ePrivacy directive is repealed, but another law or regulation still requires cookie consent banners the question will resolve NO.

This is inherently vibes-based, but I imagine something like: "all normal functinality is allowed by default", where "normal" includes basic usage tracking, storing shopping cart content, dark mode switch, etc.
