What if laws change so that banners aren't required in as many contexts as before, but are still required sometimes?

@ImaPerson "most websites" is enough. I will resolve YES if, to the best of my judgemnt, more then half of websites I interact with do not need cookie banners any more.
This is inherently vibes-based, but I imagine something like: "all normal functinality is allowed by default", where "normal" includes basic usage tracking, storing shopping cart content, dark mode switch, etc.

So it's gonna be wild west internet? Cookies everywhere and no way to decline them?
