Ignoring species that are considered potentially extinct by then, and proposed subspecies/other complications with the concept of species. Any genome assembly quality, method, and sequencing technology accepted, as long as the BUSCO score (or anything better establishing itself by then) is above 90%.

I don't think we'll discover all extant mammal species by 2035, let alone sequence their genome.

@AsptheWyvern Good point. But true new discoveries of species is very rare in mammals, most of the new descriptions take the shape of "this subpopulation is actually its own species". I will edit the question to "all known extant mammal species as of the posting of this question".
