4. On-the-Record:

• The statement must be traceable and verifiable as an official or personal on-the-record statement. Anonymous or off-the-record comments do not count.

5. Timing:

• The statement must be made and publicly known before end of year.

6. Source Verification:

• The statement must be reported by credible sources (e.g., reputable news outlets, official channels) that can be cited and verified.

Exclusions:

• Private Communications: Emails, private meetings, or non-public forums do not count – even if leaked.

• Third-Party Summaries: Summaries or interpretations of someone’s opinion about SB-1047 that are not direct quotes or official statements do not count.
