Will resolve YES for any minister who resigns BEFORE the cabinet falls in its entirety or BEFORE the cabinet is at the end of its 4-year term. Resignations in a demissionary state do not count.

Note: a resignation by Schoof which lets the entire cabinet fall on the same day, will resolve as NO for him
