Israel has a 18% VAT (Trump dislikes VATs, and has previously said that he'll tariff countries that charge them)
Resolves YES if the tariff rate for Israel is 0% on May 1st:
Product/category specific tariffs do not count, only a general tariff on Israel
The new rate must be implemented, not just announced

A change to 0% during May 1st in will count as YES
