This option will resolve Yes if any of the entities of entities of Bosnia and Herzegovina introduces conscription, including the Federation of Bosnia and Herzegovina, as well as Republika Srpska.
Wait how does the US not have a conscription policy? The draft was never done away with it just hasn't been used since WW2. Sure its not a "standing draft" but every male is still required to sign up for it.

Interestingly, the Republic of Ireland and Malta are the only two countries in Europe that never enforced a draft.
