States will resolve YES when either a state supreme court ruling is made or the state legislature passes a law specifying legal status as children for fertilized eggs/frozen embryos. States will resolve NO if rulings are made or legislation is passed to the contrary.
For example, the Alabama Supreme Court just ruled that fertilized eggs can be considered children: https://www.nytimes.com/2024/02/20/health/ivf-alabama-abortion.html?unlocked_article_code=1.XE0.bacD.V4uCx9zczTR2&smid=url-share. (Sorry if you hit a paywall.)
