Resolves yes if US or China has created a public AI "Manhattan Project" to pursue AI, AGI, AI Safety, or other AI-related goals.

Resolution Criteria:

By "Manhattan Project" I mean a large government investment into a single project specifically aimed at AI. It need not be secret. I would count any 10+ billion dollar investment (or equivalent). The project must be a single project, not a collection of small grants to various labs. It would also count if, instead of investing 10 billion into a new lab, a government nationalized a large existing AI lab that was worth over 10 billion, forced a merger of several smaller labs, etc. It would not count if the NSF distributed 10 billion dollars in funding to a bunch of different academics to pursue whatever research they wanted.

Motivation and Context:

Will AI development largely be a private sector affair, or will governments get significantly involved? There are some who believe that eventually governments will come to realize just how important AI is, and once that happens, they'll start a race and pour money into it like they did with the Manhattan Project.
