Resolves yes if there are permanent helium-3 producing factories on the moon before the close date.

Permanent means the factories are meant for continous operation and use mostly materials mined directly on the moon.

Use of imported fuel is acceptable, as well as limited use of catalysts or other marginal imported ingredients.

  1. There's no point in making He3 unless you can get Q>5 with D-He3 fusion, which will probably never happen.

  2. Even if you needed He3, it would be vastly easier to get it by splitting lithium on earth than by mining it on the moon from rocks that contain 5ppb
